The provisions will come into force on 20 April 2026 and, for the first time, establish a clearly defined framework for assessing actual mobile network performance.
A key component of the verification process is the new App “Broadband Measurement – Mobile Verification Procedure”, which enables users to transparently measure and document the performance of their mobile internet connection.
zafaco developed and implemented this verification procedure on behalf of the Federal Network Agency. In doing so, it took into account the specific requirements of mobile communications – such as regional variations in network quality. The result is a practical, robust and user-friendly measurement concept.
With the App we have developed, consumers can check and verify whether the quality of mobile services deviates significantly from what has been agreed in the contract. In such cases, they may be able to assert statutory rights, such as a price reduction or the right to terminate the contract without notice.
As a rule, 30 measurements over several days are required for verification. Under certain conditions, proof can already be established with a reduced number of measurements, enabling a flexible and efficient process.
The App will be available free of charge in App stores from 20 April 2026.
