On behalf of the Federal Network Agency, until December 2012, the Network Quality Initiative examines how often and to what extent the data transfer rate actually achieved deviates from the promised “up to” rate.
The results of the measurements are part of the study conducted by zafaco on the service quality of Internet access in Germany. The experience gained from the collaboration between the partners AVM, connect and zafaco has been incorporated in the realisation of the measurements.
This study was carried out in the context of the Federal Network Agency measures to ensure network neutrality and an open Internet in Germany.
