Initial Results of the Nationwide Mobile Network Measurement Week

145 million data points reveal the true state of mobile connectivity in Germany.

The first nationwide Mobile Network Measurement Week delivers a realistic, data-driven and comprehensive overview of mobile coverage across the country.

A Strong Signal for Greater Network Transparency

From May 26 to June 1, 2025, the first nationwide Mobile Network Measurement Week took place – a joint initiative by federal, state, and local governments. The goal was to create an accurate picture of mobile network coverage from the perspective of end users.
More than 150,000 participants actively took part in the campaign. Using the Federal Network Agency’s app, they collected over 145 million individual data points measuring actual mobile signal availability.

Initial Findings: Strong Presence of 4G and 5G

The collected data provides a clear picture:
    •    Around 98 percent of measurements were recorded on 4G and 5G networks.
    •    Approximately 1 percent related to 2G.
    •    Less than 1 percent of measurements showed no mobile coverage at all.

Integration into the Federal Network Agency’s dead zone map

The results are being incorporated into the Federal Network Agency’s dead zone map. This map is updated regularly and serves as a key tool for illustrating real-world network availability in Germany.

Technical Foundation: The dead zone app by zafaco

All measurements were conducted using the broadband measurement and dead zone app developed by zafaco GmbH. This app allows users to anonymously and nationwide measure the quality of their mobile connection—directly based on real-life usage.

A Data-Driven Basis for Infrastructure Development

Commissioned by the Federal Government and the Federal Network Agency, the analysis carried out by zafaco GmbH delivers reliable, data-based insights. These findings directly support targeted efforts to expand and improve Germany’s digital infrastructure.
Detailed evaluations at the district and municipal levels—complete with charts and statistical data—will be published in mid-June.
