It presents the data measured by users via the agency’s apps: the ‘Broadband Measurement Desktop App’ for fixed-line connections and the ‘Broadband Measurement/Dead Zone App’ (known as the ‘Mobile Network Check’ since May 2026) for mobile broadband connections.
Results for fixed-line and mobile networks
In the fixed-line network, 85.9 per cent of users who carried out measurements (2023/2024: 86.5 per cent) achieved at least half of the contractually agreed maximum download data transfer rate. For 45.9 per cent of users (2023/2024: 45.2 per cent), this rate was fully achieved or exceeded. The results are similar to those of the previous year.
In mobile networks, the proportion of 5G measurements has risen once again. In the current reporting year, this stood at 55.3 per cent of all measurements included in the annual report (2023/2024: 43.8 per cent). 5G makes it possible to achieve very high data transfer rates. In some cases, these significantly exceed the respective contractually agreed estimated maximum speeds. Overall, the results for 5G are significantly better than those for 4G, particularly in the high bandwidth categories.
Measurements do not allow conclusions to be drawn about broadband coverage
The assessment examines whether providers are delivering the contractually guaranteed bandwidth to their customers. It should be noted that the report is based solely on measurements taken by app users and not on a representative sample. For these reasons, no conclusions regarding the coverage situation or the availability of broadband internet access services can be drawn from the broadband measurement.
Annual Report on Broadband Measurement
The tenth annual report covers the period from 1 October 2024 to 30 September 2025. In total, 184,452 valid measurements were recorded for fixed-line networks (2023/2024: 276,081 measurements) and 766,838 measurements for mobile networks (2023/2024: 562,305) were included in the report.
